Impact on Members - Coronavirus Measures in Russia Update from Intermark Relocation

Decree of the Mayor of Moscow No. 12-UM dated March 5, 2020 defines the procedure for measures to be taken by citizens arriving in Moscow from countries where cases of coronavirus infection have been recorded. As of March 11 (in accordance with data of the World Health Organization) this list already consists of 112 countries.

The measures prescribed by the Decree are binding not only upon Russian citizens, but also upon foreigners.

Below you will find a short list of 4 things important to know for foreign citizens who have arrived or are about to arrive in Moscow.

(1) When arriving from countries with recorded cases of coronavirus citizens must call the Department of Health hotline at: +7-495-870-45-09
They must inform the operator of the hotline about their arrival and leave their contact details. Hotline operators speak English.

(2) Citizens arriving from countries with the most unfavorable epidemiological conditions (currently: China, South Korea, Iran, Italy, Germany, France, Spain) must:
- Upon arrival call the Department of Health hotline at: + 7-495-870-45-09, inform about arrival and provide contact details; 
- Ensure self-isolation (quarantine) at the place of residence/stay within 14 days from the date of arrival in Russia. Even in the absence of any symptoms.

Compliance with the isolation regime is monitored by the authorities through a number of measures, including technical ones (video surveillance).

(3) If citizens from the countries listed in point 2 arrive for a period of less than 14 days, they must spend the whole time of their stay in isolation at their place of stay. Upon expiration of this period, citizens can return to their country.

(4) Violation of forementioned requirements can lead to administrative and even criminal liability with regards to the fact that the Russian government included the coronavirus 2019-nCoV in the list of diseases that pose a danger to wider public. 

NB! If the foreigner admits two administrative offences within 1 year, this will lead to administrative expulsion with a ban on entry into the Russian Federation for 5 years

Impact on International Schools

International School of Moscow (ISM) is closed for visits from Friday, 6 th of March. All Admissions issues are now handled by phone and through Skype.

- At the Anglo-American School (AAS), quarantine must be observed by students within 14 days, after which, if there are no signs of the disease, they are free to attend school.

- At the British International School (BIS) - visits should be arranged in advance. You should also provide a copy of your passport and information about the country you arrived from. In case the country you arrived from is listed as a high-risk country, you must quarantine yourself for 14 days and provide a medical certificate.

-The English International School (EIS) is working as usual. However, big events have been canceled.

-The Brookes Moscow, P’tit Cref, Cambridge International School (CIS) and TheEnglish School Foundation (ESF) are working as usual, but have been  asked to adhere to the orders of RosPotrebNadzor (quarantine 14 days).

What we're Recommending to Clients

- Before authorising an assignee’s travel, check if their home country is included into the list of countries subject to 14 days self quarantine (currently 7 countries).
- Check with Intermark whether the assignee will be able to visit schools/housing options or whether it’s better to reschedule the trip.
